Why convert PNG to SVG?

PNG is the usual home for a logo, and the usual thing to need vectorised. SVG is outlines that scale to any size without blurring. Converting is how you move a file from the first situation to the second.

What kind of image does this work on?

Flat artwork: logos, icons, line art, screenshots of type - anything made of areas of solid colour. That is what tracing is for.

Will it work on a photograph?

Not really, and no tracer's would. A photograph has no flat areas to find, so what comes back is a posterised approximation rather than a usable vector. It is worth trying to see, but do not expect the photograph back.
